On May 8, 2023, the General Office of the Ministry of Ecology and Environment issued a notice on the implementation of the National VI emission standards for automobiles:
In order to implement the relevant requirements of the "Limits and Measurement Methods for Pollutant Emissions from Light Duty Vehicles (China Phase VI)" (GB18352.6-2016) and the "Limits and Measurement Methods for Pollutant Emissions from Heavy Duty Diesel Vehicles (China Phase VI)" (GB17691-2018), and to implement policies related to assisting enterprises in alleviating difficulties, stabilizing and expanding automobile consumption, The following announcement is made regarding the comprehensive implementation of the National VI Emission Standards for Light Vehicles (Phase 6b) and Heavy Diesel Vehicles (Phase 6b) nationwide:
1. Starting from July 1, 2023, phase 6b of the national emission standard will be fully implemented nationwide, and the production, import, and sale of vehicles that do not meet phase 6b of the national emission standard will be prohibited. The production date shall be based on the manufacturing date of the motor vehicle certificate, and the electronic information of the certificate shall be uploaded before 0:00 on July 1, 2023; The import date shall be based on the arrival date indicated on the import certificate of the goods; The sales date shall be based on the date of the motor vehicle sales invoice.
2. For some of the actual driving pollutant emission tests (i.e. RDE tests) that report results of "only monitoring" and other light vehicle models in China VI B, a six-month sales transition period will be granted, allowing sales until December 31, 2023.
3. As the responsible entity for environmental production consistency management, automobile production and import enterprises should, in accordance with relevant regulations such as the Air Pollution Prevention and Control Law of the People's Republic of China, disclose vehicle emission inspection information and pollution control technology information before the vehicle leaves the factory or enters the country, to ensure that the actual produced and imported vehicles meet the requirements. The relevant certification agency shall issue a mandatory product certification certificate in accordance with the 6b stage of the National VI emission standard.
